Danger from Dragging Anchors.

The necessary measuring and recording apparatus, automatic self closing valve, leakage meter, stop, air and washout valves etc. would be provided and housed on the Railway Reclamation on the Kowloon side and the necessary stop, reflux, air and washout valves would be provided on the Hong Kong side.

The Kowloon Canton Railway crossing which

presents no particular engineering difficulties would be made by means of a 24" dia. heavy type steel main with welded joints laid immediately below formation level. Details have already been provisionally arranged with the Railway Manager and Engineer.

Presuming that such a scheme as the above is carried out, it has been suggested that the pipe, lying as it does, exposed on the harbour bottom, is extremely liable to damage from dragging anchors and that this is particularly true during a typhoon.

If the proposed line is examined, it will be seen that immediately west of it is the "Cable Reserve" at present containing six cables belonging to the Colonial Government (1) Military Authorities (1) Eastern Extension Telegraph Co. (2) and the Hong Kong Telephone Co. (2). These cables have been examined and have been found to be generally lying exposed, or practically on the surface of the Harbour Bottom, thereby forming an almost perfect protection from the Westward.

The greatest danger from dragging anchors however comes from the East during typhoons, and on examining the proposed line from this standpoint, it will be seen that the chains of the laval anchorages form a very efficient screen for nearly two-thirds of the crossing, and this
